AN ACT to amend the legislative law, in relation to limiting the  amount
  of time any member of the legislature may serve as a legislative lead-
  er

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The legislative law is amended by adding a new section  5-b
to read as follows:
  S  5-B.  LIMITATION ON TENURE OF LEGISLATORS TO SERVE AS A LEGISLATIVE
LEADER. 1. NO MEMBER OF THE LEGISLATURE MAY BE  ELECTED  TO  SERVE  MORE
THAN SIX YEARS AS THE TEMPORARY PRESIDENT OF THE SENATE, MINORITY LEADER
OF  THE SENATE, SPEAKER OF THE ASSEMBLY, MINORITY LEADER OF THE ASSEMBLY
OR THE CHAIRPERSON OF ANY SENATE OR ASSEMBLY COMMITTEE.
  2. ANY MEMBER HAVING SERVED AS THE SPEAKER OF THE ASSEMBLY  SHALL  NOT
BE  ELECTED  TO  SERVE  AS  THE  MAJORITY LEADER IN THE YEAR IMMEDIATELY
FOLLOWING SUCH MEMBER'S TENURE AS SPEAKER OF THE ASSEMBLY.
  S 2. This act shall take effect January 1, 2010.
