AN  ACT  to amend the social services law, in relation to the establish-
  ment of a task force to examine the inequities  within  the  New  York
  state child support system

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The social services law is amended by adding a new  section
24 to read as follows:
  S  24.  TASK FORCE ON CHILD SUPPORT INEQUITIES. THE OFFICE OF CHILDREN
AND FAMILY SERVICES, IN CONSULTATION WITH ANY AGENCY OR AUTHORITY AS THE
COMMISSIONER OF SUCH OFFICE DEEMS  NECESSARY,  SHALL  ESTABLISH  A  TASK
FORCE  TO EXAMINE THE INEQUITIES WITHIN THE NEW YORK STATE CHILD SUPPORT
SYSTEM INCLUDING BUT NOT LIMITED TO THE FOLLOWING:
  1. PROCEDURES AND RIGHTS OF PARTIES;
  2. ENFORCEMENT AND COLLECTION; AND
  3. ACCOUNTABILITY BY PARENTS RECEIVING CHILD SUPPORT.
  S 2. This act shall take effect June 1, 2011.  Effective  immediately,
the  addition,  amendment and/or repeal of any rule or regulation neces-
sary for the implementation of  this  act  on  its  effective  date  are
authorized and directed to be made and completed by January 1, 2011.
