AN ACT to amend the vehicle and traffic law, in relation to the creation
  of a mobile outreach program by the department of motor vehicles

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The vehicle and traffic law is  amended  by  adding  a  new
section 224-b to read as follows:
  S 224-B. MOBILE OUTREACH. 1. THE COMMISSIONER SHALL ESTABLISH A MOBILE
OUTREACH  PROGRAM  TO  RESIDENTS  OF THE STATE LIVING GREATER THAN FIFTY
MILES FROM A DEPARTMENT OF MOTOR VEHICLES SERVICE CENTER.
  2. THE MOBILE OUTREACH PROGRAM SHALL INCLUDE BUT  NOT  BE  LIMITED  TO
PROVIDING  SERVICES TO INDIVIDUALS WHO OTHERWISE WOULD NEED TO TRAVEL TO
A DEPARTMENT OF MOTOR VEHICLES SERVICE CENTER.
  S 2. This act shall take effect on the first of January next  succeed-
ing  the  date  on  which  it shall have become a law. Provided that the
commissioner of motor vehicles is authorized to promulgate any  and  all
rules and regulations and take any other measures necessary to implement
this act on its effective date, on or before such date.
