BILL NUMBER:A9968 TITLE OF BILL: An act making an appropriation for the office of alco- holism and substance abuse services PURPOSE OR GENERAL IDEA OF BILL: To appropriate $4,800,000 to the office of alcoholism and substance abuse services in order to provide assistance and counseling to those in need, including for individuals suffering from problem gambling. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill appropriates 54,800,000 to the office of alcoholism and substance abuse services and makes the moneys payable on the audit and warrant of the comptroller on vouchers certified and approved by the commissioner of the office of alcoholism and substance abuse services in the manner prescribed by law. JUSTIFICATION: According to Commissioner Karen M. Carpenter-Palumbo of the Office of Alcoholism and Substance Abuse Services (OASAS), problem gambling represents a "hidden addiction" whose "devastation to the indi- vidual can go undetected." OASAS estimates that problem gambling now affects nearly a million adults and adolescents in New York State. As access to gambling has grown in New York State, including from the continued growth of on-line gambling, the need for resources to combat problem gambling in New York State has also grown. HOYT -- read once and referred to the Committee on Alcoholism and Drug Abuse AN ACT making an appropriation for the office of alcoholism and substance abuse services THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of four million eight hundred thousand dollars ($4,800,000), or so much thereof as may be necessary, is hereby appro- priated to the office of alcoholism and substance abuse services out of any moneys in the state treasury in the general fund, not otherwise appropriated, and made immediately available, for the purpose of provid- ing assistance and counseling to those in need, including those individ- uals suffering from problem gambling. Such moneys shall be payable on the audit and warrant of the comptroller on vouchers certified or approved by the commissioner of the office of alcoholism and substance abuse services in the manner prescribed by law.
