BILL NUMBER: S1211 TITLE OF BILL : An act to amend the civil service law, in relation to providing excused leave for public officers or employees of the state for participation in their child's education PURPOSE : To authorize public officers and employees of the state to be deemed to have a leave of absence from work for two days per school year to participate in that child's education. SUMMARY OF PROVISIONS : Addition of a new section to the Civil Service Law, Section 153. Section 153 shall allow every state officer or employee entitlement to two days absent from their duties at work to participate in their child's education. This entitlement shall be comprised of two days per child, per school year. This leave shall not be charged against any other leave the employee is entitled to. JUSTIFICATION : Parent's often desire to participate in their children's education and often times are prevented from doing so because of the constrictions of the workplace and their obligations to it. THOMPSON, DUANE, KRUEGER, PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to providing excused leave for public officers or employees of the state for participation in their child's education THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The civil service law is amended by adding a new section 153 to read as follows: S 153. EXCUSED LEAVE TO PARTICIPATE IN CHILD'S EDUCATION. 1. EVERY PUBLIC OFFICER OR EMPLOYEE OF THIS STATE SHALL BE ENTITLED TO ABSENT HIMSELF OR HERSELF FOR TWO DAYS PER SCHOOL YEAR AND SHALL BE DEEMED TO HAVE A LEAVE OF ABSENCE FROM HIS OR HER DUTIES OR SERVICE AS SUCH PUBLIC OFFICER OR EMPLOYEE OF THIS STATE, TO PARTICIPATE IN HIS OR HER CHILD'S EDUCATION. 2. EVERY PUBLIC OFFICER OR EMPLOYEE OF THIS STATE SHALL BE ENTITLED TO TWO DAYS OF EXCUSED LEAVE, PER SCHOOL YEAR, PER CHILD. 3. THE ENTIRE PERIOD OF THE LEAVE OF ABSENCE GRANTED PURSUANT TO THIS SECTION SHALL BE EXCUSED LEAVE AND SHALL NOT BE CHARGED AGAINST ANY OTHER LEAVE SUCH PUBLIC OFFICER OR EMPLOYEE OF THIS STATE IS OTHERWISE ENTITLED TO. S 2. This act shall take effect on the first of September next succeeding the date on which it shall have become a law.
