BILL NUMBER: S1663 TITLE OF BILL : An act making an appropriation to the department of state for technical assistance grants to be awarded to each of the five boroughs of the city of New York PURPOSE OR GENERAL IDEA OF BILL : To provide five grants, one to a not-for-profit organization per borough of not less that $250,000 nor more than $750,000, so that they can provide legal, technical and professional expertise to other not-for-profits and community boards regarding issues such as zoning, planning, architecture, historic preservation, building, and construction issues. SUMMARY OF SPECIFIC PROVISIONS : Makes an appropriation of $2.5 million JUSTIFICATION : Neighborhoods in New York City are be inundated with new construction projects. There is a small subset of construction companies who are out to complete their projects quickly without regard to the laws and rules that govern construction in New York City. Neighbors and neighborhood groups complain, but have little ability to fight these large operations that disobey the rules. This bill will provide for an

KRUEGER -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT making an appropriation to the department of state for technical assistance grants to be awarded to each of the five boroughs of the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of two million five hundred thousand dollars ($2,500,000), or so much thereof as may be necessary, is hereby appro- priated to the department of state from any moneys in the state treasury in the general fund to the credit of the local assistance account not otherwise appropriated for technical assistance grants to be awarded to each of the five boroughs of the city of New York. One grant shall be awarded to a not-for-profit corporation in each borough to provide legal, technical and professional expertise for assistance to other not-for-profit corporations and community boards regarding zoning, plan- ning, architecture, historic preservation, building and construction issues in each of such boroughs. Such grants shall be awarded through a request for proposals process. The not-for-profit grant recipient in each borough shall receive no less than two hundred fifty thousand dollars, and no more than seven hundred fifty thousand dollars. Such sum shall be payable on the audit and warrant of the state comptroller on vouchers certified or approved by the secretary of state, or his or her duly designated representative in the manner provided by law.
