Directs the commissioner of education, in consultation and cooperation with the commissioner of mental health, to establish and implement rules and regulations requiring institutions granting degrees in education to require completion of a curriculum in the social and emotional development and learning of children as a condition of awarding any such degree; requires completion of such a curriculum as a condition for the granting of certification as a teacher.

AN ACT to amend the education law, in relation to requiring institutions
  of  higher  education  granting  degrees  in  education to provide and
  require completion of  for  graduation  a  curriculum  in  social  and
  emotional  development  and  learning  of children, and to require the
  completion of such curriculum prior to certification as a teacher

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 305 of the education law is amended by adding a new
subdivision 42 to read as follows:
  42.  A.  THE  COMMISSIONER SHALL, IN CONSULTATION AND COOPERATION WITH
THE COMMISSIONER OF MENTAL HEALTH, DEVELOP AND IMPLEMENT RULES AND REGU-
LATIONS REQUIRING EVERY INSTITUTION OF HIGHER EDUCATION  IN  THIS  STATE
WHICH  GRANTS DEGREES IN EDUCATION TO PROVIDE A CURRICULUM IN THE SOCIAL
AND EMOTIONAL DEVELOPMENT AND LEARNING OF CHILDREN AND  TO  REQUIRE  THE
COMPLETION  OF  SUCH CURRICULUM AS A CONDITION OF BEING AWARDED ANY SUCH
DEGREE BY ANY SUCH INSTITUTION.
  B. THE COMMISSIONER SHALL, IN CONSULTATION AND  COOPERATION  WITH  THE
COMMISSIONER  OF  MENTAL  HEALTH,  ESTABLISH CURRICULA IN THE SOCIAL AND
EMOTIONAL DEVELOPMENT AND LEARNING OF CHILDREN FOR THE AWARDING OF BACH-
ELOR'S, MASTER'S AND DOCTORATE  DEGREES  IN  EDUCATION  WHICH  SHALL  BE
IMPLEMENTED  BY  INSTITUTIONS  OF  HIGHER  EDUCATION  WHICH  AWARD  SUCH
DEGREES.
  C. THE CURRICULA IN THE SOCIAL AND EMOTIONAL DEVELOPMENT AND  LEARNING
OF  CHILDREN   REQUIRED BY THIS SUBDIVISION SHALL INCLUDE INSTRUCTION IN
THE PROVISION OF COMPREHENSIVE, COORDINATED SOCIAL AND EMOTIONAL ASSESS-
MENTS, EARLY INTERVENTION AND  TREATMENT  SERVICES  TO  CHILDREN,  WHICH
SHALL  BE CONSISTENT WITH AND INCLUDE THE GUIDELINES ADOPTED PURSUANT TO
SUBDIVISION THIRTY-FIVE OF THIS SECTION, AS ADDED BY CHAPTER SIX HUNDRED
SIXTY-SEVEN OF THE LAWS OF TWO THOUSAND SIX.  IN ADDITION, SUCH INSTRUC-
