AN ACT to amend the education  law,  in  relation  to  the  Stony  Brook
  University Hospital

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 355 of the education law is amended by adding a new
subdivision 11-a to read as follows:
  11-A. THE STATE UNIVERSITY TRUSTEES ARE AUTHORIZED TO WORK IN  CONSUL-
TATION  WITH  THE STONY BROOK UNIVERSITY HOSPITAL QUALITY ASSESSMENT AND
REVIEW BOARD ESTABLISHED BY THIS SUBDIVISION.
  A. THERE IS HEREBY ESTABLISHED AT STONY BROOK UNIVERSITY  HOSPITAL,  A
LOCAL  QUALITY  ASSESSMENT  AND  REVIEW  BOARD. THIS BOARD SHALL WORK IN
CONSULTATION WITH THE STATE UNIVERSITY BOARD OF TRUSTEES AND  THE  STATE
UNIVERSITY  CHANCELLOR.  THE BOARD SHALL HAVE THE FOLLOWING RESPONSIBIL-
ITIES CONSISTENT WITH ALL FEDERAL AND STATE LAWS AND REGULATIONS:
  (1) TO ASSESS AND MAKE RECOMMENDATIONS AS TO THE  QUALITY  OF  PATIENT
CARE.  SUCH  AUTHORITY  SHALL INCLUDE THE REVIEW OF HOSPITAL AND MEDICAL
STAFF PROCEDURES AS THEY RELATE TO PATIENT  CARE,  PURSUANT  TO  PATIENT
CONFIDENTIALITY LAWS, INCLUDING HIPAA.
  (2)  TO  REVIEW  AND MONITOR THE QUALITY ASSURANCE SYSTEM DEVELOPED BY
HOSPITAL ADMINISTRATION AND MEDICAL PERSONNEL.
  (3) TO REVIEW AND MAKE RECOMMENDATIONS FOR THE  CREDENTIALING  PROCESS
OF MEDICAL PERSONNEL.
  (4) THE MEMBERS OF THE STONY BROOK UNIVERSITY HOSPITAL QUALITY ASSESS-
MENT  AND  REVIEW  BOARD  SHALL  RECOMMEND TO THE STONY BROOK UNIVERSITY
PRESIDENT, THE STATE UNIVERSITY BOARD OF TRUSTEES AND THE STATE  UNIVER-
SITY  CHANCELLOR CANDIDATES FOR APPOINTMENT AS THE CHIEF EXECUTIVE OFFI-
CER, OF THE STONY BROOK UNIVERSITY HOSPITAL.
