  cations

AN ACT to amend the energy law, in relation to reporting to the legisla-
  ture on green building construction

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The energy law is amended by adding a new section 13-109 to
read as follows:
  S 13-109. REPORT TO THE LEGISLATURE. 1. BY MARCH FIRST,  TWO  THOUSAND
TEN  AND  ANNUALLY  THEREAFTER,  THE  DEPARTMENT  SHALL SUBMIT A WRITTEN
REPORT TO THE GOVERNOR, THE SPEAKER OF THE ASSEMBLY  AND  THE  TEMPORARY
PRESIDENT OF THE SENATE.
  2.  SUCH  REPORT  SHALL  INCLUDE,  BUT  NOT BE LIMITED TO, INFORMATION
REGARDING EACH AGENCY'S  ACTUAL  ENERGY  CONSUMPTION,  WASTE  AND  WATER
REDUCTION,  AND  INDOOR  AIR QUALITY WITH COMPARISONS TO BENCHMARKS, AND
ANY CHANGES TO OPERATION AND MAINTENANCE ARRANGEMENTS OR PROCEDURES,  OR
MAJOR ENERGY CONSUMING EQUIPMENT.
  3.  SUCH  REPORT SHALL ALSO INCLUDE RECOMMENDATIONS FOR LEGISLATION OR
ANY OTHER SPECIFIC ACTIONS OR CHANGES NEEDED  TO  EFFECTIVELY  IMPLEMENT
THE PROVISIONS OF THIS ARTICLE.
  S  2.  This  act  shall  take  effect on the same date and in the same
manner as chapter 565 of the laws of 2008, takes effect.
