AN ACT to amend the public authorities law, in relation to  establishing
  the  North  Country  power authority, and providing for its powers and
  duties

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Article  5  of  the  public authorities law is amended by
adding a new title 1-B to read as follows:
                                TITLE 1-B
                      NORTH COUNTRY POWER AUTHORITY
SECTION 1021. SHORT TITLE.
        1021-A. DECLARATION OF LEGISLATIVE FINDINGS AND PURPOSES.
        1021-B. DEFINITIONS.
        1021-C. NORTH COUNTRY POWER AUTHORITY SERVICE AREA; EXTENSION OF
                  SERVICE AREA.
        1021-D. NORTH COUNTRY POWER AUTHORITY.
        1021-E. POWERS AND DUTIES OF THE AUTHORITY.
        1021-F. DEPOSIT AND INVESTMENT OF MONEYS OF THE AUTHORITY.
        1021-G. CONFLICTS OF INTEREST.
        1021-H. SALE OF SURPLUS POWER.
        1021-I. SUBSIDIARIES.
