AN ACT to amend the public health law,  in  relation  to  directing  the
  commissioner  of health to establish a program to engage at-risk preg-
  nant women in early and continuous prenatal care  to  prevent  compli-
  cations during childbirth

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public health law is amended by adding  a  new  section
2531 to read as follows:
  S  2531.  REDUCING  NEONATAL INTENSIVE CARE ADMISSIONS. 1. THE COMMIS-
SIONER SHALL, ON OR BEFORE JULY FIRST, TWO THOUSAND  NINE,  ESTABLISH  A
PROGRAM  TO ENGAGE AT-RISK PREGNANT WOMEN IN EARLY AND CONTINUOUS PRENA-
TAL CARE TO PREVENT COMPLICATIONS DURING CHILDBIRTH AND TO REDUCE NEONA-
TAL INTENSIVE CARE ADMISSIONS. WITHIN THE AMOUNTS APPROPRIATED THEREFOR,
THE COMMISSIONER SHALL  PROVIDE  INCREASED  FUNDING  FOR  ENHANCED  CARE
MANAGEMENT  OF HIGH-RISK PREGNANT WOMEN THROUGH COMMUNITY-BASED OUTREACH
PROGRAMS. SUCH  PROGRAM  SHALL  PROVIDE  PSYCHO-SOCIAL  CARE  MANAGEMENT
COUPLED  WITH ASSISTANCE FROM OBSTETRICIANS AND/OR PRENATAL CARE ASSIST-
ANCE PROVIDERS IDENTIFYING HIGH-RISK  PREGNANCIES.  THE  PROGRAM  ESTAB-
LISHED  PURSUANT TO THIS SECTION INCLUDING THE AMOUNT OF INCREASED FUND-
ING FOR ENHANCED CARE MANAGEMENT,  SHALL  BE  MODELED  AFTER  A  SIMILAR
PROGRAM SUCCESSFULLY IMPLEMENTED IN THE COUNTY OF MONROE.
  2.  ON  OR BEFORE JULY FIRST, TWO THOUSAND TEN, THE COMMISSIONER SHALL
SUBMIT, TO THE GOVERNOR AND THE LEGISLATURE, A REPORT ON THE  EFFECTIVE-
NESS  OF  THE  PROGRAM  ESTABLISHED PURSUANT TO THIS SECTION ON REDUCING
NEONATAL INTENSIVE CARE ADMISSIONS AND EXPENDITURES  UNDER  THE  MEDICAL
ASSISTANCE PROGRAM.
  S 2. This act shall take effect immediately.
