  Pensions

AN  ACT  to  amend the civil service law, in relation to authorizing the
  appointment of a police officer to the position of detective based  on
  training and experience

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 61 of the civil service law is amended by adding  a
new subdivision 4 to read as follows:
  4.  NOTWITHSTANDING  ANY  OTHER  PROVISION  OF  LAW TO THE CONTRARY, A
POLICE OFFICER WITH A PERMANENT APPOINTMENT  MAY  BE  APPOINTED  TO  THE
PERMANENT POSITION OF DETECTIVE BASED UPON HIS OR HER TRAINING AND EXPE-
RIENCE  ACCORDING TO THE RULES ESTABLISHED BY HIS OR HER MUNICIPAL CIVIL
SERVICE COMMISSION.
  S 2. This act shall take effect immediately.
