AN ACT to amend the executive law, in relation to raising the level of
claims for which proof of financial difficulty is not required
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The opening paragraph of paragraph (a) of subdivision 6 of
section 631 of the executive law, as amended by chapter 400 of the laws
of 1991, is amended to read as follows:
Claims may be approved only if the board or board member, as the case
may be, finds that unless the claimant's award is approved he OR SHE
will suffer financial difficulty. However, no finding of financial
difficulty is required for a claim for an emergency award or an award
less than [five] SIX thousand dollars. In determining financial diffi-
culty, the board or board member shall consider all relevant factors,
including but not limited to:

claims pending before the board or submitted thereto on or after its
effective date.
