Establishes a crime victims advisory council, consisting of 25 members appointed by the board, to assist the crime victims board in the development of policies, plans and programs for improving the board's performance of its duties and for coordinating the provision of services to crime victims; provides for a minimum of 4 annual meeting and provides that all meetings of the council shall be held in places of public accommodation and open to the public; related provisions.

AN  ACT  to  amend  the  executive law, in relation to the creation of a
  crime victims advisory council

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The executive law is amended by adding a new section 623-a
to read as follows:
  S 623-A. CRIME VICTIMS ADVISORY COUNCIL. 1. THE CRIME   VICTIMS  ADVI-
SORY COUNCIL SHALL CONSIST OF TWENTY-FIVE MEMBERS APPOINTED BY THE CRIME
VICTIMS  BOARD AND SHALL INCLUDE FOUR CRIME VICTIMS, TWO REPRESENTATIVES
FROM GROUPS WHO ARE ENGAGED IN THE ADVOCACY AND REPRESENTATION OF  CRIME
VICTIMS,  ONE  REPRESENTATIVE FROM A STATEWIDE LAW ENFORCEMENT ORGANIZA-
TION, ONE LICENSED HEALTH CARE PROVIDER WHO HAS  EXTENSIVE  PROFESSIONAL
EXPERIENCE DEALING WITH CRIME VICTIMS AND ONE MENTAL HEALTH PROVIDER WHO
HAS EXTENSIVE EXPERIENCE DEALING WITH CRIME VICTIMS.
  2.  THE  CRIME  VICTIMS  ADVISORY  COUNCIL SHALL ADVISE AND ASSIST THE
BOARD IN DEVELOPING POLICIES,  PLANS  AND  PROGRAMS  FOR  IMPROVING  THE
BOARD'S PERFORMANCE OF ITS DUTIES AND FOR COORDINATING THE PROVISION  OF
SERVICES TO CRIME VICTIMS.
  3.  THE ADVISORY COUNCIL SHALL SELECT ANNUALLY, FROM AMONG ITS MEMBER-
SHIP, A PRESIDENT AND VICE-PRESIDENT WHO SHALL BE  AUTHORIZED  TO  SPEAK
FOR AND ON BEHALF OF THE ADVISORY COUNCIL.
  4.  THE  COUNCIL SHALL MEET AT LEAST FOUR TIMES ANNUALLY AT A TIME AND
PLACE DESIGNATED BY THE PRESIDENT OF THE COUNCIL. ALL  MEETINGS  OF  THE
ADVISORY  COUNCIL  SHALL  BE  HELD IN PLACES OF PUBLIC ACCOMMODATION AND
SHALL BE OPEN TO THE PUBLIC.
  5. THE ADVISORY COUNCIL SHALL VOTE UPON ALL QUESTIONS PUT BEFORE IT. A
QUESTION SHALL BE PROPERLY PUT BEFORE  THE  ADVISORY  COUNCIL  UPON  THE
MOTION OF ANY MEMBER, DULY ENDORSED BY ANY OTHER MEMBER. A MAJORITY VOTE
