BILL NUMBER: S4465 TITLE OF BILL : An act to amend the executive law, in relation to annual reports concerning veteran-owned small businesses PURPOSE OF BILL : The purpose of this bill is to require the division of veterans' affairs to provide to eligible veterans information regarding veteran-owned business opportunities. SUMMARY OF PROVISIONS : The division shall provide a pamphlet explaining how to start a veteran-owned business in the state. The division shall also describe procurement opportunities in the State and include this information annually in its weekly newsletter. The information must be posted all division offices under it's jurisdiction, be available at the three seminars sponsored by the division and be posted on the division's website. Information shall also be made available at New York State Small Business Development Centers, the New York state department of labor One-Stop Career Centers and New York Entrepreneurship Support Centers. LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to annual reports concerning veteran-owned small businesses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 353 of the executive law is amended by adding a new subdivision 20 to read as follows: 20. TO INCLUDE WITHIN THE ANNUAL REPORT AS REQUIRED BY SUBDIVISION ELEVEN OF THIS SECTION AN ACCOUNTING OF THE NUMBER OF VETERAN-OWNED SMALL BUSINESSES IN THE STATE OF NEW YORK, TO BE LISTED BY THE FOLLOWING DESIGNATIONS: SMALL BUSINESS CONCERN OWNED AND CONTROLLED BY VETERANS AND SMALL BUSINESS CONCERN OWNED AND CONTROLLED BY SERVICE-DISABLED VETERANS. SUCH LISTING SHALL INCLUDE BUT NOT BE LIMITED TO THE NAME OF THE VETERAN OWNER OR OWNERS OF EACH BUSINESS, LOCATION OF EACH SUCH BUSINESS AND THE TYPE OF EACH SUCH BUSINESS. THE TERM "SMALL BUSINESS CONCERN OWNED AND CONTROLLED BY VETERANS" AND THE TERM "SMALL BUSINESS CONCERN OWNED AND CONTROLLED BY SERVICE-DISABLED VETERANS" SHALL HAVE THE SAME MEANING SET FORTH IN 15 U.S.C. SECTION 632(Q). THE DIVISION SHALL REQUEST THIS INFORMATION ANNUALLY FROM THE U.S. DEPARTMENT OF VETERANS AFFAIRS, THE ASSISTANT SECRETARY OF THE U.S. DEPARTMENT OF LABOR FOR VETERANS EMPLOYMENT AND TRAINING, AND THE ADMINISTRATOR OF THE U.S. SMALL BUSINESS ADMINISTRATION. S 2. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
