AN ACT to create the temporary state commission on value  added  assess-
  ment,  and providing for the repeal of such provisions upon expiration
  thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. There is hereby created a temporary state commission to be
known as the temporary state commission on  value  added  assessment  to
make recommendations regarding the purposes of such a system, the manner
in  which  the administration of such a system increases the achievement
of students in the public school system, and the viability of  New  York
state  to  develop  and  implement  a value added assessment system. The
commission shall make recommendations on the following issues  regarding
value added assessments:
  a.  The  benefits of New York state implementing a value added assess-
ment system;
  b. The benefits of New York state developing a value added  assessment
system;
  c.  The  viability  of using the current New York state assessments to
develop a value added assessment system;
  d. The viability of using a value  added  assessment  system  for  the
diagnostic  purposes  of improving instruction, evaluating teacher prac-
tice standards and developing methods of teacher  professional  develop-
ment;
  e.  The  viability of using a value added assessment system for school
district and school accountability purposes;
  f. The viability of using a value added assessment  system  for  other
accountability purposes; and
  g.  The  cost  of  New  York state developing a value added assessment
system.
