Provides that the Triborough Bridge and Tunnel Authority shall offer for sale tokens or other payment devices for crossing the Triborough, Bronx-Whitestone and Throgs Neck bridges at a cost discounted by the same percentage discount of the regular crossing fare offered to residents of the county of Richmond for crossing the Verrazano-Narrows bridge.

BILL NUMBER: S4608 TITLE OF BILL : An act to amend the public authorities law, in relation to tokens and other payment devices for the Triborough, Bronx-Whitestone and Throgs Neck bridges PURPOSE OR GENERAL IDEA OF BILL : To provide greater equity in the manner in which the Triborough Bridge and Tunnel Authority (TBTA) offers discounts for commuters who use their facilities. Specifically, this bill would provide commuters who use the Triborough, Bronx-Whitestone and Throgs Neck bridges with the same discount offered to residents of Staten Island (Richmond County) for crossings over the Verrazano-Narrows Bridge. SUMMARY OF PROVISIONS : Section 553-j of the Public Authorities Law is amended to require the TBTA to offer for sale tokens and other payment devices that shall entitle the purchaser to crossings over the Triborough, Bronx-Whitestone and Throgs Neck bridges at a cost discounted by the same percentage discount of the regular crossing fare currently offered to residents of the county of Richmond for crossings over the Verrazano- Narrows Bridge. JOHNSON, KLEIN, SAMP- SON, STAVISKY, THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to tokens and other payment devices for the Triborough, Bronx-Whitestone and Throgs Neck bridges THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 553-j to read as follows: S 553-J. TRIBOROUGH, BRONX-WHITESTONE AND THROGS NECK BRIDGES; TOKENS AND OTHER PAYMENT DEVICES. NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, BUT SUBJECT TO AGREEMENTS WITH NOTEHOLDERS AND BONDHOLDERS, THE AUTHORITY SHALL OFFER FOR SALE TOKENS AND OTHER PAYMENT DEVICES AND MAY, EXCEPT AS OTHERWISE PROVIDED HEREIN, REGULATE THE USE THEREOF. SUCH TOKENS AND OTHER PAYMENT DEVICES SHALL ENTITLE THE PURCHASER TO CROSS- INGS OVER THE TRIBOROUGH, BRONX-WHITESTONE AND THROGS NECK BRIDGES AT A COST DISCOUNTED BY THE SAME PERCENTAGE DISCOUNT OF THE REGULAR CROSSINGS FARE CURRENTLY OFFERED TO RESIDENTS OF THE COUNTY OF RICHMOND FOR CROSS- INGS OVER THE VERRAZANO-NARROWS BRIDGE. APPLICATION FOR SUCH TOKENS SHALL BE MADE IN SUCH MANNER AS PRESCRIBED BY THE AUTHORITY AND SHALL CONTAIN SUCH INFORMATION AS THE AUTHORITY MAY REASONABLY REQUIRE. S 2.
