BILL NUMBER: S4760 TITLE OF BILL : An act to amend the general business law, in relation to prohibiting the use of social security numbers from being used as identification for individuals PURPOSE OR GENERAL IDEA OF BILL : To prohibit the use of Social Security Numbers as identification. SUMMARY OF SPECIFIC PROVISIONS : Section 1 of the general business law is amended by adding a new section 399-i. Prohibit use of social security numbers as identification. Social security numbers shall not be used in the identification of individuals. EFFECTS OF PRESENT LAW WHICH THIS BILL WOULD ALTER : The General Business Law is amended by adding a new section 399-i. JUSTIFICATION : With the dawning and subsequent explosion of the high tech age, identity theft has become one of the fastest growing crimes in our nation. According to statistics from the Secret Service Agency, investigations of financial crimes involving identity fraud has climbed steadily from $442 million in 1995, to $450 million in 1996 to an alarming $745 million in 1991. NOZZOLIO -- read twice and ordered printed, and when printed to be committed to the Committee on Consumer Protection AN ACT to amend the general business law, in relation to prohibiting the use of social security numbers from being used as identification for individuals THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general business law is amended by adding a new section 399-i to read as follows: S 399-I. PROHIBIT USE OF SOCIAL SECURITY NUMBERS AS IDENTIFICATION. SOCIAL SECURITY NUMBERS SHALL NOT BE USED IN THE IDENTIFICATION OF INDI- VIDUALS. S 2. This act shall take effect on the ninetieth day after it shall have become a law.
