AN ACT to amend the labor law, in relation to requiring private hospital
  security officers to receive forty hours of comprehensive training and
  authorizing the commissioner of labor to develop such training program

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  labor law is amended by adding a new section 27-c to
read as follows:
  S 27-C. SAFETY AND HEALTH OF PRIVATE HOSPITAL SECURITY OFFICERS.    1.
TRAINING. ANY EMPLOYEE WORKING IN A PRIVATE HOSPITAL AS A SECURITY OFFI-
CER  AND  WHOSE DUTIES INCLUDE, UNDER ORDERS OF THE APPROPRIATE OFFICER,
TO PRESERVE THE PEACE  AND  ORDER  IN  SUCH  HOSPITAL,  TO  PROTECT  THE
GROUNDS,  BUILDINGS AND PATIENTS IN SUCH HOSPITAL AND TO WATCH, RESTRAIN
OR TRANSPORT PSYCHIATRIC PATIENTS SHALL RECEIVE FORTY HOURS  OF  COMPRE-
HENSIVE TRAINING.
  2.  STANDARDS.  A.  THE  COMMISSIONER  SHALL CAUSE TO BE DEVELOPED AND
IMPLEMENTED A COMPREHENSIVE TRAINING PROGRAM FOR SUCH SECURITY OFFICERS.
THE TRAINING PROGRAM IS TO BE PROVIDED  TO  PERSONS  HIRED  AS  SECURITY
OFFICERS WITHIN FIVE WEEKS AFTER SUCH HIRING, AND SHALL INCLUDE, BUT NOT
BE LIMITED TO FORTY HOURS OF TRAINING IN THE FOLLOWING AREAS:
  (1) FIRE PREVENTION;
  (2) BASIC CRIMINAL LAW;
  (3) FIRST AID AND CARDIOPULMONARY RESUSCITATION;
  (4) CONDUCTING INVESTIGATIONS;
  (5) RUDIMENTARY POLICE WORK, INCLUDING LAWFUL USE OF FORCE;
  (6) PROPER USE OF RESTRAINT; AND
  (7)  ANY  OTHER  TRAINING  DEEMED  NECESSARY  TO AUGMENT SUCH PERSON'S
SKILLS IN PROVIDING NECESSARY  SAFETY  AND  SECURITY  SERVICES  FOR  THE
FACILITY.
