BILL NUMBER: S4791 TITLE OF BILL : An act making an appropriation to the department of education to be used for certain extracurricular activities in school districts in cities with a population of one million or more PURPOSE OR GENERAL IDEA OF BILL : To require that extra-curricular activities be included as allowable costs within current attendance improvement/drop-out prevention programs. SUMMARY OF SPECIFIC PROVISIONS : This provision will mandate that programs and services which may be approved by the Commissioner with respect to allowable costs for extracurricular programs will include but not be limited to: the services of additional support personnel including attendance, counseling and social work personnel, computerized telephone contact systems, alternative education programs, the services of teachers for supervision of extra-curricular activities, equipment for extra-curricular activities, as well as, other services designed specifically to improve student attendance and retention rates. EFFECTS OF PRESENT LAW WHICH THIS BILL WOULD ALTER : Amends paragraph c of subdivision 25 of section 3602 of the Education Law. MONTGOMERY -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT making an appropriation to the department of education to be used for certain extracurricular activities in school districts in cities with a population of one million or more THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The sum of one million dollars ($1,000,000), or so much thereof as may be necessary, is hereby appropriated to the department of education from any moneys in the state treasury in the general fund to the credit of the local assistance account not otherwise appropriated, and made immediately available, for the purpose of initiating, maintain- ing and encouraging extracurricular activities, including but not limit- ed to athletics, drama clubs, stage crews, marching bands and debate clubs, in school districts in cities with a population of one million or more. Such moneys shall be payable on the audit and warrant of the comp- troller on vouchers certified or approved in the manner prescribed by law. S 2. This act shall take effect immediately.
