BILL NUMBER: S4800 TITLE OF BILL : An act to repeal paragraph (e) of subdivision 4 of section 209 of the civil service law, relating to providing for limitations on binding arbitration for members of the state police PURPOSE : To repeal limitations on binding arbitration on members of the state police and their employer. SUMMARY OF PROVISIONS : §1 - repeals paragraph (e) of subdivision 4 of section 209 of the civil service law §2 - provides for the law to take effect immediately EXISTING LAW : Currently uniformed members of the state police have binding arbitration solely for monetary disputes. There cannot seek relief from binding arbitration for issues relating to disciplinary procedures and investigations or eligibility and assignment to details and positions JUSTIFICATION : Chapter 587 of the laws of 2001, granted binding arbitration rights to members of the state police However, chapter 232 of the laws of 2002 limited this right of binding arbitration by excluding those issues relating to disciplinary procedures add

SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to repeal paragraph (e) of subdivision 4 of section 209 of the civil service law, relating to providing for limitations on binding arbitration for members of the state police THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (e) of subdivision 4 of section 209 of the civil service law is REPEALED. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD10433-01-9
