BILL NUMBER: S4804 TITLE OF BILL : An act to authorize the Bolivar-Richburg central school district to repay certain excess state aid over a period of 3 years PURPOSE : This bill adjusts certain state aid payments to the Bolivar-Richburg central school district so that a $311,962 state aid overpayment may be deducted from future state aid payments made to such school district. SUMMARY OF PROVISIONS : This bill allows for deductions from state aid payments due to the school in the years 2009, 2010, and 2011. Each deduction shall be to the sum of one-third the total of the excess payment ($311,962). There shall be no interest penalty assessed against the district or collected by the state. JUSTIFICATION : Requiring the Bolivar-Richburg school district to make payment directly back to the school in one collective sum would place extreme fiscal strain upon the district. By allowing repayment from the school's future state aid payments over the next three years, the school will be able to shoulder this financial burden in a more appropriate manner and, thereby, allow the school to maintain its standards of educational quality. PRIOR LEGISLATIVE HISTORY : This is a new bill.
