BILL NUMBER: S4942 TITLE OF BILL : An act to repeal part GG of chapter 59 of the laws of 2009 relating to transferring the functions, powers, duties, obligations and assets of the State Northeastern Queens Nature and Historical Preserve Commission to the office of parks, recreation and historic preservation; and in relation to making an appropriation to the State Northeastern Queens Nature and Historical Preserve Commission PURPOSE : Amend Chapter 59 of the Laws of 2009 by repealing part of GG, in relation to the State Northeastern Queens Nature and Historical Preserve Commission (NEQNHP) JUSTIFICATION : To preserve the unique Environmental Protection Services provided by NEQNHP to the Northeast Queens area. Also to prevent the statutory responsibilities from being shifted to the New York State Office of Parks & Recreation FISCAL IMPLICATIONS :

PADAVAN -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to repeal part GG of chapter 59 of the laws of 2009 relating to transferring the functions, powers, duties, obligations and assets of the State Northeastern Queens Nature and Historical Preserve Commis- sion to the office of parks, recreation and historic preservation; and in relation to making an appropriation to the State Northeastern Queens Nature and Historical Preserve Commission THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Part GG of chapter 59 of the laws of 2009 relating to transferring the functions, powers, duties, obligations and assets of the State Northeastern Queens Nature and Historical Preserve Commission to the office of parks, recreation and historic preservation is REPEALED. S 2. The sum of one hundred twenty thousand dollars ($120,000), or so much thereof as may be necessary, is hereby appropriated to the State Northeastern Queens Nature and Historical Preserve Commission, out of any moneys in the state treasury in the general fund to the credit of the state purposes account, not otherwise appropriated, and made imme- diately available, for the services, expenses and administration of the State Northeastern Queens Nature and Historical Preserve Commission. Of such sum: (a) up to seventy-eight thousand dollars ($78,000) shall be made available for personal service; and (b) up to forty-two thousand dollars ($42,000) shall be made available for nonpersonal service. Of such sum made available for nonpersonal service: (i) up to thirty-two thousand dollars ($32,000) shall be made available for supplies and materials; (ii) up to four hundred dollars ($400) shall be made avail- able for travel; and (iii) up to nine thousand six hundred dollars ($9,600) shall be made available for equipment.
