AN ACT to establish a high speed E-ZPass lane at all toll booths in  New
  York state

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The New York state thruway authority and  the  metropolitan
transit  authority  are  hereby  authorized and directed to establish at
least one high speed lane at all toll  booths  in  New  York  state  for
E-ZPass use.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law, provided, however, that the thruway authori-
ty  and MTA shall promulgate any rules and regulations necessary for the
implementation of this act on or before such effective date.
