BILL NUMBER: S5319 TITLE OF BILL : An act to amend the county law, in relation to the publication of local laws and notices PURPOSE : Authorizes counties to publish notice of county legislation action which directs readers to the county internet web site for full text of such Notices. SUMMARY OF PROVISIONS : Section 214 of the county law is amended by adding a new subdivision 4 JUSTIFICATION : This bill would allow counties the option to place local law, notices or other matters, on its web site in it entirety, and not be required to publish the full text of the law in an official newspaper. This bill would authorize counties in lieu of publication of any entire law, the option to publish an announcement that the law has been passed, a summary of its content and state that the full context of the law are available at the county's web site. This proposed process of publication of government laws and actions will increase public awareness, by allowing greater access, while simultaneously saving counties significant money.

MORAHAN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the county law, in relation to the publication of local laws and notices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 214 of the county law is amended by adding a new subdivision 4 to read as follows: 4. USE OF INTERNET. NOTWITHSTANDING THE REQUIREMENTS OF SUBDIVISIONS ONE AND TWO OF THIS SECTION, THE PUBLICATION OF CONCURRENT RESOLUTIONS, ELECTION NOTICES, OFFICIAL CANVASS, LOCAL LAWS AND NOTICES SHALL APPLY EXCEPT THAT THE TEXT OF SUCH PUBLICATION SHALL BE LIMITED TO A PUBLIC NOTICE OF COUNTY LEGISLATIVE ACTION, WHICH SHALL INCLUDE A BRIEF DESCRIPTION OF THE ACTION TAKEN AND REFER THE READER TO THE ADDRESS OF THE COUNTY INTERNET WEBSITE FOR THE FULL TEXT OF SUCH RESOLUTION, NOTICE, CANVASS OR LOCAL LAW. S 2. This act shall take effect on the first of January next succeed- ing the date on which it shall have become a law.
