BILL NUMBER: S5759 TITLE OF BILL : An act to amend the energy law, in relation to the installation of solar panels PURPOSE OR GENERAL IDEA OF BILL : The purpose of this bill is to facilitate the installation of solar panels by apprentice electricians with at least one-year of apprenticeship experience on their own primary residences. SUMMARY OF SPECIFIC PROVISIONS : Section One of this bill would amend section 12-104 of the energy law by adding a new subdivision to permit apprentice electricians who have completed an approved apprenticeship training program of at least one year to be an eligible installer for the purposes of NYSERDA's solar electric incentive program with respect to solar installations on their own primary residence. JUSTIFICATION : The increasing interest, accessibility and affordability of residential solar energy has created an increasing demand for qualified solar installers. This bill would incent and facilitate the training, and help to increase the number, of qualified solar installers by permitting experienced apprentice electricians to

THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the energy law, in relation to the installation of solar panels THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 12-104 of the energy law is amended by adding a new subdivision 5 to read as follows: 5. ANY PERSON HAVING COMPLETED AT LEAST ONE YEAR OF AN APPRENTICESHIP TRAINING PROGRAM FOR ELECTRICIANS, AS APPROVED UNDER SECTION EIGHT HUNDRED ELEVEN OF THE LABOR LAW, SHALL BE DEEMED TO BE AN ELIGIBLE INSTALLER FOR THE SPECIFIC PURPOSES OF THE NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY'S SOLAR ELECTRIC INCENTIVE PROGRAM, IF SUCH ELECTRICIANS ARE: (I) CUSTOMERS OF ELECTRIC UTILITIES SUBJECT TO THE SYSTEM BENEFIT CHARGE; AND (II) INSTALLING A PHOTOVOLTAIC ARRAY ON THEIR OWN PRIMARY RESIDENCE.
