AN ACT to amend the general obligations law,  in  relation  to  parental
  liability  for damage caused by an infant's commission of the crime of
  making graffiti

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 3-112 of the general obligations law is amended by
adding a new subdivision 5 to read as follows:
  5. THE GOVERNING BOARD OR LOCAL LEGISLATIVE BODY OF ANY COUNTY,  CITY,
TOWN  OR  VILLAGE  MAY, BY ADOPTION OF A LOCAL LAW OR ORDINANCE, PROVIDE
FOR A CAUSE OF ACTION IN A CIVIL  COURT  OF  COMPETENT  JURISDICTION  TO
ENFORCE  THE  LIABILITY  IMPOSED BY THIS SECTION IN THE EVENT OF DAMAGES
CAUSED BY AN INFANT WHERE SUCH INFANT HAS BEEN CONVICTED OF THE CRIME OF
MAKING GRAFFITI PURSUANT TO SECTION 145.60 OF THE PENAL LAW.
  S 2. This act shall take effect immediately.
