AN ACT to amend the penal law, in relation to forgery of  a  certificate
  of  insurance or insurance identification card and criminal possession
  of a forged certificate of insurance or insurance identification card

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The penal law is amended by adding two new sections 170.17
and 170.19 to read as follows:
S 170.17 FORGERY OF A CERTIFICATE OF INSURANCE OR INSURANCE  IDENTIFICA-
TION CARD.
  A  PERSON IS GUILTY OF FORGERY OF A CERTIFICATE OF INSURANCE OR INSUR-
ANCE IDENTIFICATION CARD WHEN, WITH INTENT TO DEFRAUD, DECEIVE OR INJURE
ANOTHER, HE OR SHE FALSELY MAKES, COMPLETES OR ALTERS A  CERTIFICATE  OF
INSURANCE, AS DEFINED IN SUBDIVISION FIVE OF SECTION THREE HUNDRED ELEV-
EN  OF THE VEHICLE AND TRAFFIC LAW, OR AN INSURANCE IDENTIFICATION CARD,
AS DEFINED IN SUBDIVISION TEN OF SECTION THREE  HUNDRED  ELEVEN  OF  THE
VEHICLE AND TRAFFIC LAW.
  FORGERY OF A CERTIFICATE OF INSURANCE OR INSURANCE IDENTIFICATION CARD
IS A CLASS E FELONY.
S  170.19  CRIMINAL  POSSESSION  OF A FORGED CERTIFICATE OF INSURANCE OR
INSURANCE IDENTIFICATION CARD.
  A PERSON IS GUILTY OF CRIMINAL POSSESSION OF A FORGED  CERTIFICATE  OF
INSURANCE  OR INSURANCE IDENTIFICATION CARD WHEN, WITH KNOWLEDGE THAT IT
IS FORGED AND WITH INTENT TO DEFRAUD, DECEIVE OR INJURE ANOTHER,  HE  OR
SHE  UTTERS  OR  POSSESSES  A FORGED INSTRUMENT THAT IS A CERTIFICATE OF
INSURANCE, AS DEFINED IN SUBDIVISION FIVE OF SECTION THREE HUNDRED ELEV-
EN OF THE VEHICLE AND TRAFFIC LAW, OR AN INSURANCE IDENTIFICATION  CARD,
