  and ordered printed, and when printed to be committed to the Committee
  on Health

AN ACT to amend the public health law, in relation  to  establishing  an
  AIDS research initiative, and providing for its duties

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public health law is amended by adding  a  new  section
2777-a to read as follows:
  S  2777-A. AIDS RESEARCH INITIATIVE. THERE SHALL BE ESTABLISHED WITHIN
THE INSTITUTE AN ACQUIRED IMMUNE  DEFICIENCY  SYNDROME  RESEARCH  INITI-
ATIVE, WHICH SHALL BE MANAGED BY THE INSTITUTE, IN CONSULTATION WITH THE
RESEARCH COUNCIL. SUCH INITIATIVE SHALL:
  1.  DISPENSE  PEER-REVIEWED,  MERIT-BASED  HIV/AIDS  RELATED  RESEARCH
GRANTS TO NOT-FOR-PROFIT INSTITUTIONS AND COLLABORATING  COMMUNITY-BASED
ORGANIZATIONS IN THE STATE;
  2.  PRIORITIZE  RESEARCH  THAT  IS TIMELY, INNOVATIVE, TARGETED TO THE
UNIQUE CHARACTERISTICS OF THE AIDS EPIDEMIC IN THIS  STATE,  CAPABLE  OF
LEVERAGING  ADDITIONAL RESEARCH FUNDING, NOT DUPLICATIVE OF FUNDING FROM
OTHER SOURCES, AND HOLDS THE POTENTIAL FOR A VIABLE  COMMERCIAL  PRODUCT
OR PATENTABLE INTELLECTUAL PROPERTY;
  3.  FOCUS  ON  INFECTION TRENDS, PREVENTION STRATEGIES, TREATMENTS FOR
THOSE LIVING WITH HIV, BASIC  CLINICAL  SCIENCE,  AND  BEHAVIORAL/SOCIAL
SCIENCE;
  4.    SUPPORT   PARTNERSHIPS   BETWEEN   RESEARCH   INSTITUTIONS   AND
COMMUNITY-BASED ORGANIZATIONS SERVING COMMUNITIES  OF  COLOR  AND  OTHER
HIGH-NEED POPULATIONS.
  S 2. This act shall take effect immediately.
