BILL NUMBER: S6743 TITLE OF BILL : An act to create a task force on county public health services to study and make recommendations on the rules and regulations of the department of health relating to the development of essential municipal health services; and providing for the repeal of such provisions upon expiration thereof PURPOSE : To update Article 6 core and optional services to reflect the changing realities of counties providing public health in New York State. SUMMARY OF PROVISIONS : Section 1 creates the task force and provides its mandate. Section 2 outlines the composition of the task force by establishing the number of appointments (9), who appoints them, their qualifications, and their geographic representation. Section 3 states that, other than an allowance for their actual and necessary expenses, the members will serve without compensation. Section 4 states that, to the extent feasible, the task force will be entitled to assistance from the state.

HANNON, LARKIN, MORAHAN, VOLKER -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to create a task force on county public health services to study and make recommendations on the rules and regulations of the depart- ment of health relating to the development of essential municipal health services; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. A task force on county public health services shall be created by the commissioner of health to examine, evaluate and make recommendations concerning the scope of public health services adopted by the department of health as stated in subparts 40-2 and 40-3 of title 10 of the official compilation of codes, rules and regulations of the state of New York, and the municipal health plans established pursuant thereto and pursuant to title 1 of article 6 of the public health law. Such study and recommendations shall include, but not be limited to: (a) development of a list of optional services for which county health departments are the sole providers; (b) evaluation of whether any particular service should be reassigned from subpart 40-2 to subpart 40-3 of such title 10; (c) evaluation of whether any particular service should be reassigned from subpart 40-3 to subpart 40-2 of such title 10; (d) determination of the need to expand services provided pursuant to title 1 of article 6 of the public health law to include emerging issues; (e) determination of the need to expand the number of optional services provided pursuant to title 1 of article 6 of the public health law; and (f) establishment of statewide minimum standards and mechanisms for accountability for effectively administering services provided pursuant to title 1 of article 6 of the public health law.
