  printed, and when printed to be committed to the Committee on Codes

AN ACT to amend the executive law, in relation to establishing the exec-
  utive ethics and compliance commission, and to amend  the  legislative
  law, in relation to establishing the ethical standards in lobbying act
  of  2010, the New York state commission on lobbying ethics and compli-
  ance, the legislative  office  of  ethics  investigations,  the  joint
  legislative  commission  on  ethics standards; and to amend the public
  officers law, in relation to influencing the passage of bills,  finan-
  cial  disclosure by public officers, reports of business dealings with
  lobbyist; to amend the election law, in  relation  to  election  offi-
  cials,  the  state board of elections enforcement counsel and enforce-
  ment proceedings; to repeal certain sections of  the  legislative  law
  and  the  election  law,  relating  to  legislative  ethics,  campaign
  receipts and expenditures; and providing for  the  repeal  of  certain
  provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 94 of the executive law, as added by chapter 813 of
the laws of 1987, the section heading and subdivisions 1, 2, 3, 4, 5, 6,
7 and 8 as amended by section 2, subdivisions 9, 10, 11, 12, 13, 14,  16
and 17 as amended and subdivisions 13-a, 16-a and 18 as added by section
2-a,  paragraph  (l) of subdivision 9 as amended by section 3, paragraph
(c) of subdivision 12 as amended by section 4, subdivision 15 as amended
by section 5, and paragraphs (a) and (b) of subdivision 17 as amended by
section 6 of chapter 14 of the laws of  2007,  is  amended  to  read  as
follows:
  S 94. [Commission  on  public integrity; functions, powers and duties;
review of financial disclosure statements; advisory  opinions;  investi-
gation  and enforcement] EXECUTIVE ETHICS AND COMPLIANCE COMMISSION.  1.
There is established within the department of  state  [a  commission  on
public  integrity]  AN  EXECUTIVE ETHICS AND COMPLIANCE COMMISSION which
shall consist of [thirteen] SIX members and shall have and exercise  the
powers  and duties set forth in this section only with respect to state-
