BILL NUMBER: S7348 TITLE OF BILL : An act to amend the education law, in relation to requiring school districts to provide copies of the proposed school budget upon request of school district residents PURPOSE : This bill would provide school district residents additional time to review school budgets prior to voting on them by requiring school districts to provide these documents 3D days in advance of the vote upon request. SUMMARY OF PROVISIONS : The Education Law is amended by adding a new section 1501-d. JUSTIFICATION : Over time school district budgets have become more complex. Simultaneously resources have become more scarce which, over the last few years, has resulted in many districts including a property tax increase within their budget plan. Local residents who have the ability to vote on these budgets have, in turn, become increasingly interested in these proposals. As a result, individuals have indicated that, upon requesting a copy of the proposed budget they are typically given approximately one week to review it and feel it to be an

DeFRANCISCO -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring school districts to provide copies of the proposed school budget upon request of school district residents THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 1501-d to read as follows: S 1501-D. COPIES OF PROPOSED SCHOOL BUDGETS. NOTWITHSTANDING ANY OTHER PROVISION OF THIS CHAPTER OR OF ANY OTHER LAW, RULE OR REGULATION TO THE CONTRARY, EVERY SCHOOL DISTRICT IN THE STATE SHALL PROVIDE A COPY OF THE PROPOSED SCHOOL BUDGET TO ANY RESIDENT RESIDING WITHIN SUCH SCHOOL DISTRICT WHO REQUESTS A COPY OF SUCH PROPOSED SCHOOL BUDGET FOR THE PERIOD COMMENCING THIRTY DAYS BEFORE SUCH VOTE AND ENDING THE DAY OF SUCH VOTE.
