BILL NUMBER: S7532 TITLE OF BILL : An act to amend the environmental conservation law, in relation to giving the state soil and water conservation committee membership to the New York ocean and Great Lakes ecosystem conservation council PURPOSE : To give the State Soil and Water Conservation Committee membership to the New York Ocean and Great Lakes Ecosystem Conservation Council. SUMMARY OF PROVISIONS : Section 1 of the bill amends Subdivision 1 of Section 14-0107 of the Environmental Conservation Law, as added by Chapter 432 of the Laws of 2006, to allow the New York Ocean and Great Lakes Ecosystem Conservation Council to have 10 members including the Chairman of the State Soil and Water Conservation Committee. Section 2 of the Bill provides for an immediate effective date. JUSTIFICATION : The Ecosystem Based Management (EBM) released a report entitled "Our Waters, Our Communities, Our Future." Included in the report was the recommendation that the NYS Soil and Water Conservation Committee be recognized as a full member of the NY Ocean and Great Lakes Ecosystem Conservation Council. BACALLES, O'MARA -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to giving the state soil and water conservation committee membership to the New York ocean and Great Lakes ecosystem conservation council THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 14-0107 of the environmental conservation law, as added by chapter 432 of the laws of 2006, is amended to read as follows: 1. There is hereby created the New York ocean and Great Lakes ecosys- tem conservation council. The council shall consist of the following [nine] TEN members: the commissioners of agriculture and markets, economic development, environmental conservation, general services, parks, recreation and historic preservation, and transportation; the secretary of state; the president of the energy research and development authority; THE CHAIRMAN OF THE STATE SOIL AND WATER CONSERVATION COMMIT- TEE; and the chancellor of the state university of New York; or their respective designees.
