BILL NUMBER: S7547 TITLE OF BILL : An act to amend the executive law, in relation to establishing a state internet webpage which provides information on all grants provided by the state PURPOSE OF BILL : To make it easier for individuals, businesses and local governments to find, and apply for, state grants. SUMMARY OF SPECIFIC PROVISIONS : Defines applicants, grants, and state agencies. Would require the Executive Chamber to create a webpage known as NewYorkgrants.gov which would provide access to and information on all grants offered by state agencies, including application forms if available online. The information would be available in a timely manner so that applicants could apply for the funding. The webpage could also provide links to other sites offering grants and to sites offering government personal financial assistance. EFFECTS OF PRESENT LAW WHICH THIS BILL WOULD ALTER : Adds a new Section 164-e to the Executive Law. JUSTIFICATION :

JOHNSON -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to establishing a state internet webpage which provides information on all grants provided by the state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The executive law is amended by adding a new section 164-e to read as follows: S 164-E. STATE GRANT WEBSITE. 1. DEFINITIONS. FOR THE PURPOSES OF THIS SECTION: (A) "APPLICANT" SHALL MEAN ANY INDIVIDUAL, PROPRIETORSHIP, PARTNER- SHIP, ASSOCIATION, COOPERATIVE, LIMITED LIABILITY COMPANY, CORPORATION, NOT-FOR-PROFIT CORPORATION, STATE OR LOCAL AGENCY, OR ANY OTHER ENTITY THAT MAY BE INTERESTED IN APPLYING FOR A GRANT. (B) "GRANT" SHALL MEAN FINANCIAL ASSISTANCE PROVIDED BY A STATE AGENCY TO CARRY OUT A PUBLIC PURPOSE. HOWEVER, SUCH TERM SHALL NOT INCLUDE PERSONAL FINANCIAL ASSISTANCE USED TO BENEFIT AN INDIVIDUAL OR INDIVID- UALS. (C) "STATE AGENCY" SHALL MEAN ANY DEPARTMENT, BOARD, BUREAU, COMMIS- SION, DIVISION, OFFICE, COUNCIL OR AGENCY OF THE STATE, PUBLIC BENEFIT CORPORATION OR PUBLIC AUTHORITY AT LEAST ONE MEMBER OF WHICH IS APPOINTED BY THE GOVERNOR, AND THE UNIVERSITY OF THE STATE OF NEW YORK. 2. THE EXECUTIVE CHAMBER SHALL ESTABLISH, POST AND MAINTAIN AN INTER- NET WEBPAGE ON THE STATE WEBSITE MAINTAINED BY THE OFFICE OF THE GOVER- NOR, TO BE KNOWN AS "NEWYORKGRANTS.GOV". SUCH INTERNET WEBPAGE SHALL PROVIDE ACCESS TO AND INFORMATION ON ALL GRANTS OFFERED BY STATE AGEN- CIES. SUCH INFORMATION INCLUDING, BUT NOT LIMITED TO, APPLICATION FORMS FOR GRANTS IF AVAILABLE ON THE INTERNET, SHALL BE MADE AVAILABLE IN A TIMELY MANNER, TO THE MAXIMUM EXTENT POSSIBLE, SO THAT APPLICANTS MAY APPLY FOR SUCH GRANTS AND ASSISTANCE. THE WEBPAGE ESTABLISHED PURSUANT TO THIS SUBDIVISION MAY PROVIDE LINKS TO SIMILAR FEDERAL, STATE, LOCAL AND OTHER INTERNET WEBSITES OFFERING GRANTS, AND LINKS TO GOVERNMENT PERSONAL FINANCIAL ASSISTANCE, SUCH AS BENEFITS AND LOANS.
