BILL NUMBER: S7564 TITLE OF BILL : An act to amend the public health law, in relation to establishing the arthritis disease management, outreach and education program PURPOSE : Creates the arthritis disease management, outreach and education program to improve and promote the availability of nationally developed, evidence-based disease management programs, promote earlier identification of the disease, provide information and assistance on where to find services and community support and to promote public awareness concerning arthritis. SUMMARY OF PROVISIONS : Amends the public health law by adding a new Article 27-m which creates the arthritis disease management, outreach and education program, to improve and promote the availability of nationally developed, evidence-based disease management programs, promote identification and public awareness of arthritis with education and information, training curriculum, and other similar efforts and material for medical as well as non-medical personnel. HANNON -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to establishing the arthritis disease management, outreach and education program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public health law is amended by adding a new article 27-M to read as follows: ARTICLE 27-M ARTHRITIS DISEASE MANAGEMENT, OUTREACH AND EDUCATION PROGRAM SECTION 2799-T. ARTHRITIS DISEASE MANAGEMENT, OUTREACH AND EDUCATION PROGRAM. S 2799-T. ARTHRITIS DISEASE MANAGEMENT, OUTREACH AND EDUCATION PROGRAM. 1. THE COMMISSIONER IS AUTHORIZED AND DIRECTED TO ESTABLISH THE ARTHRITIS DISEASE MANAGEMENT, OUTREACH AND EDUCATION PROGRAM FOR MEDICAL AND NON-MEDICAL PROFESSIONALS AND PERSONNEL WHO PROVIDE SERVICES TO RESIDENTS OF THE STATE, AND FOR CONSUMERS, CAREGIVERS, AND OTHER INDIVIDUALS AND ORGANIZATIONS WORKING WITH OR ON BEHALF OF PERSONS WITH ARTHRITIS. THE PURPOSE OF SUCH PROGRAM SHALL BE TO: (A) PROMOTE EARLIER IDENTIFICATION OF ARTHRITIS; (B) PROMOTE THE AVAILABILITY OF NATIONALLY DEVELOPED, EVIDENCE-BASED DISEASE MANAGEMENT PROGRAMS; (C) PROVIDE INFORMATION AND ASSISTANCE ON WHERE TO FIND COMMUNITY SUPPORT SERVICES, INCLUDING SUPPORT GROUPS AND SERVICES, AND TO SERVE AS A CLEARINGHOUSE FOR RELATED INFORMATION; AND (D) PROMOTE PUBLIC AWARENESS OF AND ACCESS TO SUCH RESOURCES AND INFORMATION CONCERNING ARTHRITIS THAT THE COMMISSIONER DEEMS APPROPRI- ATE. 2. THE ARTHRITIS DISEASE MANAGEMENT, OUTREACH AND EDUCATION PROGRAM SHALL INCLUDE, BUT SHALL NOT BE LIMITED TO, THE FOLLOWING ELEMENTS: (A) ON-GOING TRAINING AND DEVELOPMENT OF CURRICULUM AND CERTIFYING COURSE INSTRUCTORS RELATED TO BEST PRACTICES IN ARTHRITIS DISEASE MANAGEMENT PROGRAMS; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
