BILL NUMBER: S7770 TITLE OF BILL : An act to amend the public health law, in relation to extending the patient bill of rights to faculty practices and out-patient clinics associated with hospitals PURPOSE OR GENERAL IDEA OF BILL : To make the Patients' Bill of Rights applicable to faculty practices. SUMMARY OF SPECIFIC PROVISIONS : Section 1. The public health law is amended by adding a new section 22. Section 22. Patients rights; out-patient clinics and faculty practices. The commissioner shall require that every out-patient clinic and faculty practice associated with a hospital adopt and make public an identical statement of the rights and responsibilities of patients required to be made by hospitals pursuant to paragraph (g) of subdivision on of section twenty-eight hundred three of this chapter. JUSTIFICATION : In recent years, there have been allegations against New York's academic medical centers for their practice of steering Medicaid and uninsured patients away from faculty practices into clinics, where they do not receive access to the same quality of care as privately-insured patients. ESPADA -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to extending the patient bill of rights to faculty practices and out-patient clinics associated with hospitals THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public health law is amended by adding a new section 22 to read as follows: S 22. PATIENT RIGHTS; OUT-PATIENT CLINICS AND FACULTY PRACTICES. THE COMMISSIONER SHALL REQUIRE THAT EVERY OUT-PATIENT CLINIC AND FACULTY PRACTICE ASSOCIATED WITH A HOSPITAL ADOPT AND MAKE PUBLIC AN IDENTICAL STATEMENT OF THE RIGHTS AND RESPONSIBILITIES OF PATIENTS REQUIRED TO BE MADE BY HOSPITALS PURSUANT TO PARAGRAPH (G) OF SUBDIVISION ONE OF SECTION TWENTY-EIGHT HUNDRED THREE OF THIS CHAPTER.
