BILL NUMBER:S8185 TITLE OF BILL: An act to amend the parks, recreation and historic preservation law, in relation to requiring a solar powered trash compacting garbage receptacle pilot program PURPOSE: The purpose of this bill is to encourage a more efficient method of collecting and disposing of waste in public spaces in the state of New York. SUMMARY OF PROVISIONS: This legislation amends the parks, recreation and historic preservation law by adding a new section, 3.27. JUSTIFICATION: Trash collection is a necessary but high cost action for governments. The goal is to reduce time, waste, and make collection of trash more efficient. A solar powered trash compacting garbage receptacle can store 5 times the amount of trash as a standard receptacle. With the use of wireless technology to monitor real-time waste levels, a manager can deploy staff as necessary to the receptacle, rather than conducting arbitrary pick-ups, therefore reducing fuel costs, staff costs, and CO2 emissions.

THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the parks, recreation and historic preservation law, in relation to requiring a solar powered trash compacting garbage recep- tacle pilot program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The parks, recreation and historic preservation law is amended by adding a new section 3.27 to read as follows: S 3.27 PURCHASING FOR SOLAR POWERED TRASH COMPACTING GARBAGE RECEPTA- CLES. 1. AS USED IN THIS SECTION, "SOLAR POWERED TRASH COMPACTING GARBAGE RECEPTACLE" SHALL MEAN A TRASH RECEPTACLE THAT UTILIZES THE SUN'S NATURAL ENERGY TO AUTOMATICALLY DRIVE A COMPACTOR WITH AN ENCLOSED SYSTEM IN THE SAME FOOTPRINT THAT IS EQUIPPED WITH WIRELESS TECHNOLOGY TO MONITOR REAL-TIME WASTE LEVELS. 2. A. THE COMMISSIONER SHALL UNDERTAKE A SOLAR POWERED TRASH COMPACT- ING GARBAGE RECEPTACLE PILOT PROJECT AND SHALL REPLACE SEVEN HUNDRED FIFTY GARBAGE RECEPTACLES, IN PARKS SUBJECT TO HIS OR HER AUTHORITY, WITH SOLAR POWERED TRASH COMPACTING GARBAGE RECEPTACLES. B. THE COMMISSIONER SHALL SELL TO ANY INDIVIDUAL, PARTNERSHIP, CORPO- RATION OR OTHER BUSINESS ENTITY ADVERTISING SPACE ON SUCH SOLAR POWERED TRASH COMPACTING GARBAGE RECEPTACLES; PROVIDED, HOWEVER, THAT THE COMMISSIONER SHALL NOT PURCHASE SUCH SOLAR POWERED TRASH COMPACTING GARBAGE RECEPTACLES BEFORE HE OR SHE HAS RECEIVED PAYMENTS IN CONSIDER- ATION FOR SUCH ADVERTISING SPACE. 3. THE COMMISSIONER SHALL SUBMIT TO THE GOVERNOR, THE SPEAKER OF THE ASSEMBLY, THE TEMPORARY PRESIDENT OF THE SENATE, THE CHAIR OF THE TOUR- ISM, PARKS, ARTS AND SPORTS DEVELOPMENT COMMITTEE IN THE ASSEMBLY, THE RANKING MINORITY MEMBER OF THE TOURISM, PARKS, ARTS AND SPORTS DEVELOP- MENT COMMITTEE IN THE ASSEMBLY, THE CHAIR OF THE CULTURAL AFFAIRS, TOUR- ISM, PARKS AND RECREATION COMMITTEE IN THE SENATE, THE RANKING MINORITY MEMBER OF THE CULTURAL AFFAIRS, TOURISM, PARKS AND RECREATION COMMITTEE IN THE SENATE, THE CHAIR OF THE ENVIRONMENTAL CONSERVATION COMMITTEE IN THE ASSEMBLY, THE RANKING MINORITY MEMBER OF THE ENVIRONMENTAL CONSERVA- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
