BILL NUMBER:S8309 TITLE OF BILL: An act relating to permitting a permanent resident of the United States to serve as public health director of the county of Tompkins; and providing for the repeal of such provisions upon expiration thereof PURPOSE: To allow an individual who is in the process of obtaining United States citizenship to hold a civil position in Tompkins County. SUMMARY OF PROVISIONS: This bill would allow an individual who is in the process of obtaining United States citizenship to hold the position of public health director in Tompkins County. JUSTIFICATION: This bill would allow an individual who is a resident of Tompkins County, is a permanent resident of the United States, and is over half-way through the process of becoming a United States citizen to hold the position of public health director in Tompkins County, a position for which he is highly qualified. WINNER -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT relating to permitting a permanent resident of the United States to serve as public health director of the county of Tompkins; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding subdivision 1 of section 3 of the public officers law, or any other law, rule or regulation, a permanent resident of the United States of America shall be allowed to serve as public health director of the county of Tompkins while pursuing United States citizenship. S 2. This act shall take effect immediately and shall expire and be deemed repealed on June 30, 2013. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD17818-01-0
