AN ACT to amend the public authorities law, in relation to capping annu-
  al water rate increases at four percent in a city having a  population
  of one million or more persons

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 1045-j of the public authorities law is amended  by
adding a new subdivision 3-a to read as follows:
  3-A.  NOTWITHSTANDING  ANY PROVISION OF LAW, RULE OR REGULATION TO THE
CONTRARY, IN A CITY HAVING A POPULATION OF ONE MILLION OR MORE  PERSONS,
NO  FEE,  RATE,  RENT  OR  OTHER  CHARGE  SHALL BE ESTABLISHED, FIXED OR
REVISED SO AS TO RESULT IN AN INCREASE OF MORE THAN FOUR PERCENT IN  ANY
CALENDAR YEAR.
  S 2. This act shall take effect immediately.
