AN ACT to amend the vehicle and traffic law, in relation to the  suspen-
  sion  and  disqualification  of  drivers  licenses for failure to make
  child support payments

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Paragraph 5 of subdivision 4-e of section 510 of the vehi-
cle and traffic law, as amended by chapter 601 of the laws of  2007,  is
amended to read as follows:
  (5)  Any  person whose license has been suspended pursuant to subdivi-
sion three of this section may apply for the issuance  of  a  restricted
use  license  as  provided in section five hundred thirty of this title.
THE COMMISSIONER SHALL  ESTABLISH  BY  REGULATION  THAT  ANY  RESTRICTED
LICENSE GRANTED TO A PERSON WHOSE LICENSE HAS BEEN SUSPENDED PURSUANT TO
SUBDIVISION THREE OF THIS SECTION SHALL INCLUDE THE WORD "RESTRICTED" IN
BOLD  FACE  TYPE. IF A RESTRICTED USE LICENSE IS GRANTED AND THE DEPART-
MENT RECEIVES NOTIFICATION FROM THE OFFICE OF TEMPORARY  AND  DISABILITY
ASSISTANCE  OF  SUCH  PERSON'S  FAILURE  TO SATISFY SUPPORT ARREARS, THE
COMMISSIONER OR HIS OR HER AGENT SHALL REVOKE ANY RESTRICTED USE LICENSE
GRANTED.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law; provided, however, that  the  amendments  to
subdivision  4-e  of  section 510 of the vehicle and traffic law made by
section one of this act shall not affect the repeal of such  subdivision
and shall be deemed repealed therewith. Effective immediately, the addi-
tion,  amendment  and/or  repeal of any rule or regulation necessary for
the implementation of this act on its effective date is  authorized  and
directed to be made and completed on or before such effective date.
