Prohibits the legislature from increasing the salary or allowance payable to members of the legislature by a law enacted during the period running from the date of the general election until 12/31 in any year in which members are elected to the legislature.

AN  ACT to amend the legislative law, in relation to limiting passage of
  laws increasing salaries and allowances of members of the state legis-
  lature

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 5 of the legislative law is amended by adding a new
subdivision 4 to read as follows:
  4. THE SALARY OF A MEMBER OF THE LEGISLATURE SHALL NOT BE INCREASED BY
A   LAW   ENACTED   BETWEEN   THE  GENERAL  ELECTION  DAY  AND  DECEMBER
THIRTY-FIRST, BOTH SUCH DAYS INCLUSIVE, IN ANY YEAR IN WHICH MEMBERS ARE
ELECTED TO THE LEGISLATURE.
  S 2. Section 5-a of the legislative law is amended  by  adding  a  new
subdivision 1-a to read as follows:
  1-A.  THE  ALLOWANCE  OF  A  MEMBER OF EITHER HOUSE OF THE LEGISLATURE
SHALL NOT BE INCREASED BY A LAW ENACTED BETWEEN THE GENERAL ELECTION DAY
AND DECEMBER THIRTY-FIRST, BOTH SUCH DAYS  INCLUSIVE,  IN  ANY  YEAR  IN
WHICH MEMBERS ARE ELECTED TO THE LEGISLATURE.
  S 3. This act shall take effect immediately.
