ENGLEBRIGHT -- read once and referred to the Committee on Economic Development AN ACT to amend the general municipal law, in relation to providing for downtown business revitalization zones to be eligible for empire zone designation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 958 of the general municipal law is amended by adding a new subdivision (a-1) to read as follows: (A-1) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, LOCALLY DESIGNATED DOWNTOWN BUSINESS REVITALIZATION ZONES CHARACTERIZED BY HIGH VACANCY RATES, VANDALISM AND DETERIORATED BUILDINGS AND INFRASTRUCTURE SHALL BE DEEMED TO BE ELIGIBLE FOR EMPIRE ZONE DESIGNATION SUBJECT TO ANY REGU- LATIONS BY THE COMMISSIONER TO CONFORM SUCH INCLUSION WITH THE PURPOSES OF THIS ARTICLE.
