AN ACT to amend the insurance law, in relation to requiring  the  super-
  intendent of insurance to establish an electronic billing system

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The insurance law is amended by adding a new article  5  to
read as follows:
                                 ARTICLE 5
                        ELECTRONIC BILLING SYSTEM
SECTION 501. ELECTRONIC BILLING SYSTEM.
  S  501.  ELECTRONIC BILLING SYSTEM. THE SUPERINTENDENT SHALL ESTABLISH
BY REGULATION AN ELECTRONIC BILLING SYSTEM FOR THE PROMPT PROCESSING AND
PAYMENTS OF BILLS FOR HEALTH CARE ENTITIES. PRIOR TO  THE  ESTABLISHMENT
OF  SUCH SYSTEM THE SUPERINTENDENT SHALL FORM A PROMPT PAYMENT AND BILL-
ING TASK FORCE WITH MEMBERS FROM THE DEPARTMENT, HEALTH CARE  PROVIDERS,
PHYSICIANS, HOSPITALS, INSURANCE COMPANIES AND HEALTH MAINTENANCE ORGAN-
IZATIONS.  SUCH TASK FORCE SHALL MAKE RECOMMENDATIONS TO THE SUPERINTEN-
DENT ON METHODS AND MEANS TO CONSTRUCT AN ELECTRONIC BILLING  SYSTEM  TO
FACILITATE THE PURPOSES OF THIS SECTION.
  S 2. This act shall take effect immediately.
