2011-A4226 (ACTIVE) - Summary

Provides that no senator or assemblyman may introduce more than one hundred twenty-five bills or fifty bills, respectively, during term for which he or she is elected; bill introduced at such member's request by committee shall be charged to member; not charged with bill as a multi or co-sponsor shall not be deemed introduced by such member.

AN  ACT to amend the legislative law, in relation to limiting the number
  of bills which may be introduced in the senate and assembly

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Article 3 of the legislative law is amended by adding a new
section 54-b to read as follows:
  S  54-B. LIMITATION ON THE INTRODUCTION OF BILLS. DURING THE COURSE OF
OR WITH RESPECT TO EACH TERM FOR WHICH HE OR SHE MAY HAVE BEEN  ELECTED,
NO  SENATOR MAY INTRODUCE MORE THAN ONE HUNDRED TWENTY-FIVE BILLS AND NO
MEMBER OF THE ASSEMBLY MAY INTRODUCE MORE THAN FIFTY BILLS. IN COMPUTING
THE MAXIMUM NUMBER OF BILLS PERMITTED TO BE INTRODUCED PURSUANT  TO  THE
PROVISIONS OF THIS SECTION, ANY BILL INTRODUCED BY A LEGISLATIVE COMMIT-
TEE  AT  THE  REQUEST  OF  A  MEMBER  SHALL BE DEEMED INTRODUCED BY SUCH
MEMBER,  AND  ANY  BILL  FOR  WHICH  SUCH  MEMBER  IS  A  CO-SPONSOR  OR
MULTI-SPONSOR SHALL NOT BE DEEMED INTRODUCED BY SUCH MEMBER.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law and shall apply to each
annual session of the legislature convened on and after such date.
