AN  ACT to amend the public authorities law, in relation to allowing two
  automatic free transfers for riders using pay-per-ride Metrocards

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public  authorities  law  is amended by adding a new
section 1277-b to read as follows:
  S 1277-B. TRANSFERS ALLOWED FOR PAY-PER-RIDE  METROCARD  USERS.    THE
METROPOLITAN  TRANSPORTATION  AUTHORITY  (MTA)  AS DEFINED UNDER SECTION
TWELVE HUNDRED SIXTY-THREE OF THIS TITLE SHALL BE  REQUIRED  TO  PROVIDE
RIDERS WITH PAY-PER-RIDE METROCARDS TWO AUTOMATIC FREE TRANSFERS BETWEEN
SUBWAY  AND  BUS,  OR  BETWEEN  BUSES.  FOR  THE PURPOSE OF THIS SECTION
PAY-PER-RIDE METROCARDS SHALL MEAN CARDS SOLD WHERE PURCHASERS  PAY  FOR
INDIVIDUAL RIDES FOR TRAVEL ON THE NEW YORK CITY SUBWAY SYSTEM; NEW YORK
CITY  TRANSIT  BUSES, INCLUDING ROUTES OPERATED BY OTHER OPERATORS UNDER
CONTRACT TO THE MTA; MTA BUS, AND MTA LONG ISLAND BUS SYSTEMS; THE  PATH
SUBWAY  SYSTEM; THE ROOSEVELT ISLAND TRAM; AIRTRAIN JFK; AND WESTCHESTER
COUNTY BEE-LINE BUS SYSTEM ON WHICH THE  CUSTOMER  ELECTRONICALLY  LOADS
FARES  WHETHER  THE  CARD  IS  SOLD  BY  THE METROPOLITAN TRANSPORTATION
AUTHORITY, ANY  OF  SUCH  AUTHORITIES  AUTHORIZED  AGENTS,  NEIGHBORHOOD
MERCHANTS OR PURCHASED THROUGH ANY EMPLOYER TRANSIT PROGRAMS.
  S 2. This act shall take effect immediately.
