P. RIVERA -- read once and referred to the Committee on Health AN ACT to direct the department of health and the department of environ- mental conservation to commission a study on the effects of long-term, low radiation emissions from cellular phone antennas on human beings, specifically the physical and mental development of adolescents THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Public health study of the effects of long-term, low radi- ation emissions from cellular phone antennas. 1. The department of health, in collaboration with the department of environmental conserva- tion, shall immediately commission a study on the potential health risks and effects of long-term, low-radiation emissions from cellular phone towers, cellular phone antennas or base stations on human beings, with particular attention to the potential health risks and adverse effects on the mental and physical development of adolescents. The study shall include a review of all available data relating to the increased volume of cellular phone service carriers and of cellular phone towers, anten- nas or base stations, and shall examine the potential health risks and effects that such increases of cell phone service carriers and exposure to cellular phone towers, cellular phone antennas and base stations may have on human beings. In addition, the study shall examine the effects of such cellular phone facilities located on or near school property and day care centers. 2. The commissioner of health and the commissioner of environmental conservation, or their designees, shall prepare and submit a report to the governor, the temporary president of the senate and the speaker of the assembly, which includes all data, research and studies conducted on cellular phone service carriers, cellular phone towers and antennas, the effects of long-term human exposure to low-radiation emissions from cellular phone antennas, and more specifically, the potential health EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
