AN ACT to provide for the issuance of unit citations to police, fire,
and emergency medical services units that responded to the terrorist
attacks on the World Trade Center on September 11, 2001 and partic-
ipated in the rescue and recovery operations on succeeding dates
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. World Trade Center distinguished unit citations. a. The
secretary of state shall issue World Trade Center distinguished unit
citations to qualifying units. Such citation shall consist of two compo-
nents: (1) a suitable banner, plaque, citation, or other device, or a
combination thereof, to be issued to a qualifying unit and (2) a suit-
able badge, medal, emblem, or patch to be issued to all members of a
qualifying unit at the time the unit rendered World Trade Center
service. Such second component shall be issued posthumously to all
deceased members of a qualifying unit who were members thereof at the
time the unit rendered World Trade Center service.
b. For the purposes of this act:
(1) "World Trade Center service" means service at the World Trade
Center on September 11, 2001 and participation in rescue and recovery
operations thereat on succeeding dates.
(2) A "qualifying unit" is a group of police officers, firefighters,
or emergency medical services personnel, whether professional or volun-
teer, whose members rendered World Trade Center service. Qualifying
units shall be designated on the basis of the smallest organizational
unit that rendered such service, e.g., precinct, company, squad, fire-
house, etc.
c. The secretary of state is authorized to do all things necessary or
convenient to carry out the provisions of this act and is entitled to
receive all reasonable cooperation therein as the secretary of state may
require from all state agencies.
S 2. This act shall take effect immediately.
