AN  ACT  to  amend  the public health law, in relation to establishing a
  task force on women's health care and managed care and  providing  for
  the repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public health law is amended by adding  a  new  section
4406-f to read as follows:
  S  4406-F.  TASK  FORCE  ON  WOMEN'S  HEALTH CARE AND MANAGED CARE. 1.
THERE IS HEREBY CREATED WITHIN THE DEPARTMENT A TASK  FORCE  ON  WOMEN'S
HEALTH  CARE  AND MANAGED CARE. THE TASK FORCE SHALL CONSIST OF THIRTEEN
MEMBERS TO BE APPOINTED AS FOLLOWS: SEVEN MEMBERS TO BE APPOINTED BY THE
GOVERNOR, INCLUDING ONE  REPRESENTATIVE  EACH  FROM  THE  DEPARTMENT  OF
HEALTH,  THE  OFFICE  OF MENTAL HEALTH AND THE INSURANCE DEPARTMENT; TWO
MEMBERS TO BE APPOINTED BY THE SPEAKER OF THE ASSEMBLY; ONE MEMBER TO BE
APPOINTED BY THE MINORITY LEADER OF THE  ASSEMBLY;  TWO  MEMBERS  TO  BE
APPOINTED  BY THE TEMPORARY PRESIDENT OF THE SENATE AND ONE MEMBER TO BE
APPOINTED BY THE MINORITY LEADER OF THE SENATE.   THE  MEMBER  FROM  THE
DEPARTMENT  OF  HEALTH SHALL SERVE AS THE DIRECTOR OF THE TASK FORCE AND
THE COMMISSIONER OF HEALTH MAY ASSIGN SUCH PERSONNEL WITHIN THE  AMOUNTS
APPROPRIATED  AS  IS  NECESSARY  TO  CARRY  OUT  THE  PROVISIONS OF THIS
SECTION.
  2. THE TASK FORCE SHALL STUDY  AND  EVALUATE  THE  EXISTING  STATE  OF
WOMEN'S  HEALTH  CARE AND HOW SUCH CARE IS AFFECTED BY MANAGED CARE.  IN
CONDUCTING THIS STUDY THE TASK  FORCE  SHALL  UTILIZE  THE  DEPARTMENT'S
BUREAU OF WOMEN'S HEALTH AND THE OFFICE OF MANAGED CARE FOR THE PURPOSES
OF  GATHERING INFORMATION REGARDING THE TASK FORCE'S DUTIES AS SET FORTH
IN THIS SECTION.
  3. ON AN ANNUAL BASIS, ON OR BEFORE JULY FIRST OF EACH YEAR, THE  TASK
FORCE  SHALL PREPARE AND SUBMIT TO THE GOVERNOR, THE TEMPORARY PRESIDENT
