AN  ACT  to amend the public authorities law, in relation to authorizing
  the metropolitan transportation authority to permit uniformed  members
  of  the  reserve  armed  forces  of the United States to ride the Long
  Island Rail Road at no charge

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public  authorities  law  is amended by adding a new
section 1266-j to read as follows:
  S 1266-J. LONG ISLAND RAIL ROAD;  UNIFORMED  MEMBERS  OF  THE  RESERVE
ARMED  FORCES OF THE UNITED STATES TO RIDE FREE. 1.  NOTWITHSTANDING ANY
INCONSISTENT PROVISION OF LAW,  THE  AUTHORITY  SHALL  PERMIT  UNIFORMED
MEMBERS  OF THE RESERVE ARMED FORCES OF THE UNITED STATES, WHO ARE TRAV-
ELING TO AND FROM INACTIVE DUTY TRAINING TO RIDE THE  LONG  ISLAND  RAIL
ROAD AT NO CHARGE.
  2.  THE  UNIFORMED  MEMBERS  OF THE RESERVE ARMED FORCES OF THE UNITED
STATES ELIGIBLE TO PARTICIPATE IN THIS  PROGRAM  SHALL  POSSESS  AN  "IS
ORDERED  TO APPEAR" LETTER FROM THEIR COMMANDING OFFICER ORDERING TRAVEL
TO INACTIVE DUTY TRAINING. SUCH UNIFORMED MEMBER  OF  THE  ARMED  FORCES
SHALL DISPLAY PHOTOGRAPHIC MILITARY IDENTIFICATION UPON REQUEST.
  3.  THE  AUTHORITY  IS  AUTHORIZED  TO PROMULGATE SUCH RULES AND REGU-
LATIONS AS MAY BE NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION,
AND TO DO SO ON AN EMERGENCY BASIS, IN ITS DISCRETION.
  S 2. This act shall take effect immediately.
