BILL NUMBER:S1263

TITLE OF BILL:
An act
to amend the emergency tenant protection act of nineteen seventy-four in
relation to requiring building services registration form RR-3(i), found
in 9 NYCRR 2528.2, be included in the copy of
the renewal lease provided to the tenant

PURPOSE:
To include the building services registration form for tenants signing
a new or renewal lease in the forms package. The purpose of adding
this form is to furnish tenants with documentation of the building
wide services that the building owner has agreed to provide to all
tenants.

SUMMARY OF PROVISIONS:
This legislation amends subdivision c of section 10 of section 4 of
chapter 576 of the laws of 1974.

JUSTIFICATION:
At the time a tenant signs a new or renewal lease, they are currently
furnished with a copy of the fully executed new or renewal lease
containing the signatures of the tenant and the beginning and end
dates of the terms of the lease within 30 days of signing. This
legislation would require that the landlord or management company
provide the tenant with a building services registration form RR-3(i)
, found in NYCRR 2528.2, at the time of signing both a new or renewal
lease. The building services registration form, filled out by the
building owner or manager, explains the services provided to tenants
residing in a specific apartment building, and also acts as a
registration form for rent stabilized tenants.

LEGISLATIVE HISTORY:
2009-2010: S.5522 - Referred to Housing, Construction and Community
Development

FISCAL IMPLICATIONS:
Minimal costs expected for the landlord or management company who must
include one additional sheet of paper or more explaining building
wide services.

EFFECTIVE DATE:
Shall take effect immediately, with provisions.
